GOA JUDICIAL SERVICE EXAMINATION
The Goa judiciary exam conducted by the Goa state judicial branch for the recruitment of eligible candidates from legal field for various posts in the judicial services. The exam is conducted in multiple stages which analyse the candidate’s knowledge of Indian law, civil and criminal procedure codes, and other legal aspects.
Eligibility Criteria:
• The candidate should be an Indian citizenship.
• The candidate must hold a Degree in Law and must have practised as an Advocate for a minimum period of three years.
Or,
Must be a fresh Law Graduate who has secured the degree in law bypassing all the examinations leading to the degree in the first attempt in all academic years and has secured in the final year examination of the Degree in Law OR Master’s Degree in Law at final L.L.M. Examination not less than 55% marks.
• The candidate should enrolled as an Advocate under the Advocates Act of 1961 with any state Bar Council membership.
• The candidate’s age must be minimum 21 years, the maximum age limit is 35 years, with a relaxation of 3 years for candidates belonging to the SC/ST categories.
Exam Pattern:
• The Goa judiciary exam is divided into three stages.
- Preliminary Exam
- Main Exam
- Interview Round
• In the preliminary exam, there is objective-type questions.
• The main exam is descriptive.
• The interview round analysis the candidate. - Preliminary Exam:
• The preliminary exam is the first hurdle for the candidates.
• It is an objective exam with questions based on the law topics from various subjects.
• This exam tests candidate’s fundamental knowledge of the law, legal reasoning and analytical skills.
• The questions are mainly based on facts and figures of the various legal aspects.
• The candidates are required to score the minimum qualifying marks to qualify for the mains examination.
• The duration of this exam is 2 hours (120 minutes), where the candidates must solve 100 objective type questions.
• Each question carry 1 marks, for every wrong answer .25 marks will be deducted. - Mains Exam:
• The Mains Examination is a subjective exam which tests the candidate’s comprehensive knowledge in the field of law and legal concepts.
• In the mains exam there are 2 papers.
• The duration of this Paper-I and II is 3 hours (180 minutes), where the candidates have to write the answers subjective type questions for 100 marks in each paper. - Interview Round:
• After clearing the mains examinations, qualified candidates are invited for the interview rounds.
• Total marks allotted is 50 in this exam.
• The High Court shall hold a viva voce examination for the candidates who secure not less than 50% of marks in each paper in the final written examination.

The preliminary exam is basically objective types. Where the questions are ask from the various aspects like General Knowledge, Current Affairs, English Language, The Constitution of India, The Indian Contract Act, 1872, The Specific Relief Act, 1963, The Limitation Act, 1963, Sale of Goods Act, 1930, Indian Partnership Act, 1932, The Code of Civil Procedure, 1908, Transfer of Property Act, 1882, The Easement Act, 1882, Family Laws in Goa including Hindu Laws and Muslim Laws, Land Laws: The Goa, Daman & Diu Agricultural Tenancy Act,1964, The Goa, Daman & Diu Mundkars (Protection from Eviction) Act, 1975, The Goa, Daman & Diu Buildings (Lease, Rent & Eviction) Control Act, 1968 and Rules, 1969, The Indian Penal Code 1860, The Bharatiya Nyaya Sanhita 2024, The Code of Criminal Procedure 1973, The Bharatiya Nagarik Suraksha Sanhita 2024, The Indian Evidence Act 1872, The Bharatiya Sakshya Adhiniyam 2024, The Scheduled Castes & Scheduled Tribes (Prevention of Atrocities) Act, 1989, The Negotiable Instrument Act, 1881 and other law aspects. - Main Exam:
• Paper I – This paper mainly focus on The Indian Contract Act, 1872, The Specific Relief Act, 1963, The Limitation Act, 1963, Sale of Goods Act, 1930, Indian Partnership Act, 1932, The Code of Civil Procedure, 1908, Transfer of Property Act, 1882, The Easement Act, 1882, Family Laws in Goa including Hindu Laws and Muslim Laws, Land Laws: The Goa, Daman & Diu Agricultural Tenancy Act, 1964, The Goa, Daman & Diu Mundkars (Protection from Eviction) Act, 1975, The Goa, Daman & Diu Buildings (Lease, Rent & Eviction) Control Act, 1968 and Rules, 1969, Constitution of India
• Paper II – This paper mainly focus on The Indian Penal Code 1860, The Bharatiya Nyaya Sanhita 2024, The Code of Criminal Procedure 1973, The Bharatiya Nagarik Suraksha Sanhita 2024, The Indian Evidence Act 1872, The Bharatiya Sakshya Adhiniyam 2024, The Scheduled Castes & Scheduled Tribes (Prevention of Atrocities) Act, 1989, The Negotiable Instrument Act, 1881 and Essay on Current Legal Topic (Approximately 800 words)
- Interview Round:
There is no specific subject for interview round. In this round candidate’s personality and proficiency are checked by the examiner in various way. The candidate will be expected to have taken an intelligent interest not only in his/her subjects of law but also in events that are happening around him/her both within and outside his/her own State/Country.
Application Procedure:
• The notification of Goa Judiciary exam published online on the official website: https://hcbombayatgoa.nic.in.
• This is an offline application.
• The candidates are required to forward their applications in the prescribed manner along with the annexures, documents as mentioned in the website and “e-Challan” Receipt by Registered Post or Speed Post only with Acknowledgment, in the following address “The office of the Registrar (Admin.) High Court of Bombay at Goa, Penha-de-Franca, Porvorim-Goa” on or before the last date as mentioned in the website.
• Applications must be submitted by hand delivery or by courier service or any other mode shall not be accepted.
Application Fees:
• Applicants can pay their application fee through e-challan formatted by the website.
• The “e-challan” receipt should be written with the words “Application for the post of Civil Judge Junior Division & Judicial Magistrate First Class – (year)”.
• The General Category candidates are required to deposit ₹1000/- and the Scheduled Caste/Scheduled Tribe candidates are required to deposit ₹500/- using the “e-Challan” facility.
• The said fee shall be non-refundable.
Documents to be uploaded:
• Three recent passport size coloured photographs as instructed in the advertisement.
• Declaration–(A) regarding incorrect information & disqualification, appended to the form of application, as per the prescribed Format.
• Declaration-(B), regarding small family, appended to the form of application, as per the prescribed Format.
• Two Character Certificates (as per Format I), stating that the candidate is of good moral character from two respectable persons (references), whose names have been mentioned in the application form. The certificate testifying to the candidate’s character may be signed by two respectable persons unconnected with the candidate’s School, College or University and not related to him/her. The certificates should be issued on or after the date of publication of this advertisement only, as per Format I.
• Self-attested copy of the Identity card of the candidate (Passport Copy or Aadhar Card or Voter Identity Card or Domicile Certificate, etc.)
• Self-attested copy of the birth proof of the candidate (e.g. Birth Certificate, School Leaving Certificate etc.)
• Self-attested copy of the candidate’s Mark sheets and Certificate/Degree of having passed graduation, if graduate.
• Self-attested copy of the candidate’s Mark sheets and Certificate/Degree of having passed the Degree in Law or L.L.M., as the case may be. In case of fresh Law graduates, the statement of marks of all semesters or examination of every year.
• Self-attested copy of the candidate’s Certificate of Enrollment as an Advocate/ certificate of practice (As applicable).
• Self-attested copy of the candidate’s standing as a legal practitioner in the High Court or Courts subordinate thereto for a period of 3 years, issued by the Registrar (Judicial) of the High Court of Bombay at Goa or in the case of other Courts than the High Court, by the Principal District Judge or the Principal Judge of the Court, as the case may be, in which the applicant has practiced and should state the period during which the candidate has actually practiced.
• Format II to IV, which are annexed to the form of application with details properly and correctly filled up in every respect (If applicable).
